Why This Campaign

Government holds the data. The data belongs to the people.

Ministries, departments and agencies collect personal data every day — identity, biometrics, health, financial, employment and education records. This campaign explains what that means for the institutions holding it, and for the people it belongs to.

Who holds the data

Every MDA that issues a document, pays a salary, runs a hospital or builds a digital service is holding personal data on behalf of citizens. Under the Nigeria Data Protection Act 2023, that comes with duties — lawful collection, secure storage, controlled sharing and accountability.

When a citizen registers for a service, they are usually meeting a requirement, not making a choice. That is exactly why the duty of care is higher. This campaign helps ordinary people understand the rights they already hold — and how to use them.
